PURPOSE:To increase the transferring rate of heat, by adding a surface electrode to a corresponding electrode which is a heat transfer surface, having a gap between it and the heat transfer surface, and by liquifying condensate adhered to the heat transfer surface by applying high voltage across the heat transfer surface and the surface electrode. CONSTITUTION:A cylindrical surface electrode 7 is fixed to a pipe bracing wire 5 encircling the heat transfer surface 3 of a pipe, with a gap 'H' being provided between the heat transfer surface 3 and the surface electrode 7. Insulator spacers 8 are fitted to the bracing wire 5 so that the heat transfer surface 3 is not in contact with the surface electrode 7 and a wire electrode 4. The spacer 8 is in contact with the heat transfer surface 3, holding a gap 'H' for the heat transfer surface 3 to the surface electrode 7 and the wire electrode 4. When high voltage is applied to the heat transfer surface 3 across the wire electrode 4 and the surface electrode 7, the condensate on the heat transfer surface 3 is attracted toward the wire electrode 4 and is removed from the surface 3. the liquid film being removed from the surface 3 or made thin by the wire electrode 4 is liquified by the surface electrode 7 which is provided on the upper side of a wire electrode. Accordingly, the thickness of a liquid film is made thin in the part 10 of a heat transfer surface 3 other than the area where fluid is turned into drops 9, and heat transferring action can be promoted.
