PURPOSE:To conduct pulverization conforming to the pulverizing characteristics and burning characteristics of a raw coal, by mixing a first raw coal, which has been pulverized by means of a first pulverizer, with a second raw coal which is different from and shorter in time required for pulverization than the first raw coal in a second pulverizer and conducting a wet pulverization of the mixture in the second pulverizer. CONSTITUTION:A first raw coal comprising a coal which is difficult to pulverize or a coal which should be pulverized due to its poor burning characteristics attributable to low volatile content is fed in a first pulverizer (1), incorporated with water and an additive and pulverized. The pulverized first raw coal is fed in a second pulverizer (2). At the same time, a second raw coal comprising an easily pulverizable coal or a coal which can be efficiently burnt in relatively large particles because of its high volatile content is fed in the second pulverizer (2) in such an amount as will provide a fixed amount ratio relative to the first raw coal. In the second pulverizer (2), the first and second raw coals are mixed in a fixed amount ratio and, at the same time, a wet pulverization is conducted while supplying water and an additive, to obtain a highly concentrated coal- water slurry having a uniform quality.
