PURPOSE:To effectively convert and generate a color image and to make possible to share a five with a terminal having a different constraint by performing the grada tion conversion of a coloring unit which the colored with limited n-number of colors using n-number of colors among the n-number of colors and performing automatically the process to generate the color image nearest to an input color original image. CONSTITUTION:With inputting a color original image, such as a natural color image, etc., an average color arithmetic means 110 operates an average color by every coloring unit. A conversion color selecting means 120 selects in order the m-number of colors among the nearest colors to the average color which is obtained by the average color arithmetic means 110 among the n-number of colors by every coloring unit. A mixing ratio selecting means 130 selects a mixing ratio from which the color nearest to the average color of the coloring unit obtained by the average color arithmetic means 110 can be obtained out of the m-number of colors in one coloring unit obtained by the conversion color selecting means 120 and performs the process on every color unit. A mixing color arranging means 140 decides the arrangement of each m-number of color within every coloring unit so as to obtain the color image nearest to the original image according to the mixing ratio of the m-number of colors obtained by the mixing ratio selecting means 130.
