PURPOSE:To prevent a circuit exchange signal generated by a communication node through which a packet exchange signal passes from increasing in loss probability even when the packet exchange signal enters an overload state by suppressing the total number of slots used for the packet exchange signal in a loop network including respective communication nodes below the 1st standard value. CONSTITUTION:A register circuit 17 is stored with the predetermined limit value of the number of sent-out slots of the packet exchange signal and a register 18 is stored with a value corresponding to a state in which used slots of the packet exchange signal are not limited. A switch circuit 19 selects the register circuits 17 and 18 according to the on-off state of a control signal 107 and transmits data to an inserting circuit 32. The inserting circuit 32 refers to said data from a signal line 108 newly when inserting the packet exchange signal from a transmitting buffer 35 into slots which are not used for the circuit exchange signal, the transmission of the packet exchange signal is stopped when the number of sent-out used slots of the packet exchange signal within one frame reaches a value that the data indicates, and the signal is inserted into the next frame.
