PURPOSE:To reduce a color noise by controlling the ratio of addition of an input video signal to a past video signal in the TCI television according as the input signal is in a picture section or a luminance section. CONSTITUTION:A YC pulse generator 1 discriminates whether the input video signal is a color signal or a luminance signal to output the discrimination signal. The inputted present input video signal is inputted to an animation detector 2 together with the past video signal of the output of a one-frame delay element 5. The animation detector 2 discriminates whether a picture is animation or not on a basis of inputted present and past signals, and the detector 2 outputs an animation detection pulse if it is animation. ROMs 3 and 4 multiply the input video signal and the past video signal by coefficients corresponding to the discrimination signal from the YC pulse generator 1 aand the animation detection signal from the animation detector 2. These video signals are added by an adder 6 and are outputted as a signal without color noise.
