PURPOSE:To raise the durability of a preventive film for diffusion of turbid water by preventing damage to the basal point of opening and closing by a method in which a plate part is attached to the draft portion of the preventive film, a coupler is attached to the lower end of the plate part to form the basal point of opening and closing, and a mooring device is connected to the coupler. CONSTITUTION:When a preventive film 10 for diffusion of turbid water is bent at the basal point P of opening and closing by opening a gate, an upper ring 26 is turned relatively to a lower ring 28 at a connecting pin 30 as a support shaft. Only bending forces, not unnatural twisting forces, act on the film 10. The opening and closing of the gate can thus be made with ease without the frictional contact of the lower end of a hanging film 16 with a mooring device, e.g., rope 42, etc. The bending of the film 10 can be made naturally without any damage, and its durability can be prolonged.
