PURPOSE:To make the deterioration of the quality of a recorded and reproduced picture to minimum and to improve a transmission efficiency by deciding a thinning-out of a line by observing the correlation between the line to be thinned out and the lines before and after the line to be thinned out. CONSTITUTION:A picture signal is accumulated in a memory circuit section 1 for a scanning line unit. The memory circuit section 1 consists of line memories 100-103, selectors 104-107 and write address counter 108 and a read address counter 109 and is operated according to the indication of a write control circuit 2 and a read control circuit 3. The write control circuit 2, when the accumulation of three lines is completed turns on a read enable signal and permits the read control circuit 3 to read an accumulated picture signal and starts to control the thinning-out. The read control circuit 3 controls selectors 4-6 selecting an output of the memory circuit section 1. A thinning-out deciding circuit is constituted of a matrix circuit 13 and an FF 14 setting the decision result in order to decide the correlation between shift registers 7-9 and the three lines.
