PURPOSE:To prevent any abnormality from being generated in a turbine generator, when a load setting signal is increased suddenly, by adding positive bias to a load control signal, and giving this signal as a load limiter signal. CONSTITUTION:A load control signal S2 sent from a signal processing circuit 2, is input in the bias adding circuit 6 of a load limiter follower circuit 5, preset positive bias is added thereto, and a load limiter signal S6 is output from the bias adding circuit 6. When the signal S6 is input in the signal processing circuit 2 by changing a selection switch 7 to the A-side, the level of the load limiter signal S6 follows the level of the load control signal S2, becomes always higher by the amount of the added bias, and is controlled to the comparatively lower level of the load of a turbine generator, even if a load setting signal S1 is increased suddenly.
