PURPOSE:To reduce electric energy to be supplied and permit the use of a battery, by forming a thermo-detecting element into such a construction that effective temperature in which air temperature, flux of air flow, and radiation are taken into consideration can be detected by heating only a part of the shell of a heating element. CONSTITUTION:An electric power supply wire 9 and an output wire 10 of a thermocouple 7 are led to the outside through the inside of a shell 2 made of heat-insulating material, a heat-insulating material 8, and a supporting tube 3. Said electric heater 6 is made to generate heat by charging it with electricity in such a manner that predetermined quantity of heat is supplied to said heater 6 so that said quantity of heat generated comes to a value of quantity of heat produced (quantity of heat generated) per unit surface area of the human body M multiplied by the outer surface area A2 of a heat conductor 5. Under such condition the surface temperature Tg of the heat conductor 5 is detected by means of the output voltage of the thermocouple 7. Then, on the basis of said surface temperature Tg, a thermal condition of an indoor environment is detected in the form of an effective temperature, taking account of radiation from the human body and heat losses due to convection and wet radiation. In comparison with the effective surface area A1 of a conventional total surface heating type effective surface area decreases in proportion to A2/A1, resulting in decreased input electric power to the electric heater 6.
