PURPOSE:To prevent the occurrence of a fluctuation in tension exerted on a material during release from brake, by providing a torque computing circuit which previously determines tension exerted on the material during release from brake. CONSTITUTION:An accumulator part 2 continuously conveys a material 6 in the direction of an arrow mark by means of a roll 5 on the incoming side. The material 6 is wound in the shape of a hair pin around fixed rolls 7a, 7b, 7c, and 7d of a fixed roll group 7 and elevating rolls 8a, 8b and 8c of an elevating roll group 8, a given amount is stored, and thereafter is conveyed to a subsequent process through a roll 9 on the outgoing side. Elevating motion and fixing of the elevating roll group 8 are effected with the aid of a driving motor 3 and a brake 10. A driving motor 3 is controlled by a control part 4. The control part 4 is formed with a roll-on-incoming-side speed detector 11, a roll-on-outgoing-side speed detector 12, a speed computing circuit 13, a tension setter 14, a tension detector 15, a tension control circuit 16, a speed control circuit 17, a current control circuit 18, a power converting device 19, a base weight setter 21, serving as a bias correcting means 20, and a torque computing correcting circuit 22.
