PURPOSE:To simplify loading operation of paper sheets in a cartridge by furnishing an energization locking mechanism in a addition to a locking/unlocking mechanism for a pushing plate. CONSTITUTION:Ratchet teeth 27 and a detent pawl 26 are in the condition out of engagement, and a pushing plate 16 is allowed to advance and retract freely. A cartridge 11 is taken out of the device body in case banknotes 13 are loaded in cartridge according to amount of residual banknotes, and the lid at the side of cartridge is opened and necessary amount of banknotes 13... are placed. At this time, the ratchet body 28 is disengaged from a disengaging pin and moves upward as it is removed from the body side, and the ratchet teeth 27 are in energization engagement response to the detent pawl situated above 26, and now the pushing plate 16 allows manual control. The pushing plate 16 is pulled backward and moved, and stopped in the back position in accordance with the amount of loaded banknotes, and thus simple loading operation is accomplished.
