PURPOSE:To obtain a decoder not causing hazard by generating a one-shot pulse at the time of change of 1-bit address data, giving the pulse to a logical gate to make the output of the decoder non-selective temporarily. CONSTITUTION:A transition detector 2 generates a one-shot pulse phi having prescribed time width at the change time of each bit of address data A1-An when no skew is caused in an input signal by the operation of exclusive OR gates EXOR1-EXORn and a delay element 3. If any skew exists, a pulse having longer width than the prescribed width is caused for the time. The pulse phiis given to an input terminal G of a decoder main body 1 to bring output terminals C1-Ck to high level, which are in non-selective state temporarily. Thus, even if a skew exists and a delay time difference exists between internal buses, no hazard is caused at a decode output terminal.
