PURPOSE:To separate a graphic simply and without fail by binarizing an input, in which the graphic, character, etc., are mixed, at an image input part, forming a temporary graphic pattern at a segment frame deciding part, extracting black and white elements related to the temporary graphic pattern and outputting a graphic pattern and a character pattern. CONSTITUTION:An image input part 1 photoelectrically converts an input image where a graphic, a character, etc., are mixed, executes the raster-scanning and outputs binary image data D1. The data D1 are sent to a segment frame deciding part 2, binary data D2, which synchronizes with a temporary graphic pattern, are outputted from the deciding part 2 and a black element, which is adjoining and continuous in the data D1, is counted in the horizontal and vertical directions. When the counting value is threshold or above, the black picture element is outputted, when the value is less than the threshold, the white picture element is outputted and a temporary graphic pattern D3 is prepared. Here, A black linking propagating part 5 extracts the black picture element of the data D2 adjoining to the black picture element of the pattern D3 and the black picture element in the optional direction continuous to this and outputs them as a graphic pattern D4. On the other hand, a character pattern memory 6 synchronizes with a graphic pattern memory 4 where an original memory 3 and the pattern D4 are stored, executes the scanning and outputs a character pattern D5.
