Provided is a sliding bearing device having a low-friction bearing sliding surface in dry conditions in which the bearing sliding surface is exposed to the atmosphere. The sliding bearing device is used in a rotating machine and is used in dry conditions in which the bearing sliding surface is exposed to the atmosphere, the bearing portion of the device being formed from a composite material of carbon fiber, talc, an aromatic polyether ketone, and unavoidable impurities.
