PURPOSE:To enable high-speed smelting and reduction of chrome ore with high efficiency by preparing a starting material composition consisting of a carbonaceous material, chrome ore and a flux each having a specified grain size in a specified blending ratio. CONSTITUTION:A starting material composition is prepd. by blending a carbonaceous material such as coke or coal, chrome ore and a flux in (0.1-1):1:(0.1-0.5) weight ratio. In the composition, the grain size of the ore and the carbonaceous material is regulated to <=300 mesh and that of the flux to <=50 mesh. When the composition is used, a molten crude stainless steel, molten ferrochrome or the like can be manufactured in a short time and the ore can be efficiently reduced.
