PURPOSE:To produce an optimum output in an exhaust gas control value through comparison of a ratio between a fuel fluctuating amount and an actual torque with a given value, by a method wherein, through comparison of actual torque with a computing torque computed from the number of revolutions and an accel opening, fuel is controlled. CONSTITUTION:A microprocessor 3 computes torque, required for an internal combustion engine, based on a detecting value from a number of revolutions detector 1 and an accel opening sensor 2. Fuel is fed through the working of a fuel feed mechanism 4 according to the computed torque, and actual torque, produced by an internal combustion engine by means of the fed fuel, is detected by an actual torque detector 5. The actual torque and the computed torque are discriminated, and according to the discriminating result, a fluctuation in fuel is controlled. Further, a ratio of the fuel fluctuating amount to a actual torque change value is compared with a given value, and if an increase in torque is higher by a given value than an increase in torque, it is decided that it is lower than a black smoke control value, and a fuel amount is increased.
