PURPOSE:To newly incorporate picture information in an already fetched picture or the like by providing an input and output control circuit for digitizing an analog picture signal, transmitting to a bus and fetching the processed picture signal from the bus. CONSTITUTION:A video signal from a VTR 3 is converted into a digital picture signal through receiving circuits 12-14 an A/D converter 16 and stored in a register 18. This signal is transmitted to the bus 39 in a work station (WS) through a driver receiver 19. The picture signal on the bus 39 processed in the WS is fetched from the friver receiver 19 and stored in a register 18b, thereafter made analogue in a D/A converter 20. A mixer 21 mixes this analog picture signal with a horizontal and vertical synchronizing signal outputted from a control part 15 to form the video signal. A video driver 22 transfers the video signal to the VTR 3 through a change over switch 11b.
