PURPOSE:To suppress the fading in a moving part as much as possible and to effectively reduce noise by providing a variable characteristic setting means for selecting and setting the variable characteristic of a parameter to one of the plural variable characteristics based on a decision signal. CONSTITUTION:The loudness of noise level detected by a noise level decision means 12 is decided and the variable characteristic of the filter characteristic parameter of a digital filter 8 of a cyclic constitution is selected and set to one of the plural characteristics. During a constant level period, there is no fluctuation in level in a picture signal, so that the noise level is effectively detected. Since the variable characteristic of the filter characteristic parameter is changed according to the detected noise level, for instance, the variable characteristic for low noise when the noise level is comparatively low and the variable characteristic for high noise when the noise level is high are preset, thereby, the variable characteristic of the filter characteristic parameter can be set to the best characteristic respectively for the fine weather and for the rainy weather.
