PURPOSE:To prevent the oxidation and corrosion of a recording layer by the adsorption of the steam and oxygen which cannot be wiped away by forming a dielectric layer having excellent oxidation resistance to at least one side of the recording layer to be recorded with information for the purpose of preventing oxidation. CONSTITUTION:A target 17 is constituted of a dielectric material part 17a consisting of a dielectric material of silicon dioxide aluminum oxide, silicon nitride silicon oxide or aluminum nitride and additive material part 17b consisting of an additive material such as platinum, aluminum, chromium or titanium as metal or the metallic oxide thereof having the excellent oxidation resistance. The additive having the excellent oxidation resistance is uniformly mixed with the dielectric material and the film of the composite dielectric, i.e., an underlying layer 23 is formed on a substrate 14 by using the target 17 formed in such a manner and executing sputtering.
