PURPOSE:To expand a controlled system by referring a storage device with built-in control rule, regulating a control targeted value by a setting means, and performing a control based on the targeted value. CONSTITUTION:Inference engines 8 and 9 are built in a monitoring part 6, and a targeted value arithmetic part 7, respectively. By referring the control rule (knowledge) built in a knowledge base 13 as a storage means by the inference engines 8 and 9, it is decided whether an alarm output is needed, or at what level the control targeted value should be set, respectively. The inference engine 9 is the one to function as a targeted value setting means. In the case of requiring the alarm output as the result of a monitoring, an alarm is outputted to an operator 14 through a man-machine interface 15, and a display and input device 14a.
