PURPOSE:To read a drawing or a document in which a character is mixed with a chart and to easily encode only a required character by designating the character to be identified by an interaction with an operator. CONSTITUTION:A picture inputted by a picture input means 1 is displayed on a picture display means 3, and the character train desired to be identified by a segment position designating means 4 is designated by the operator. Thereby, a character segment means 5 segments the character from the character train. The character segments by a character identification means 6 is encoded and the character code is filed by a file means 7. Accordingly, the operation for reading the drawing or the document in which the character and the chart are mixed and encoding only the required character can be correctly and easily carried out.
