PURPOSE:To enable dry pulverization of organic fibrous substance and to easily obtain finely pulverized fiber useful for the reinforcement of plastic article, building material, cement product, etc., by supplying a fibrous substance to a particular drum containing two rotary blades supported by their shafts. CONSTITUTION:A fibrous substance is supplied to a drum 1 containing a 1st rotary blade 6 and a 2nd rotary blade 7 supported by their shafts interposing a gap between said blades. The substance is crushed by the impact with both rotary blades 6 and 7 and, at the same time, subjected to mutual collision and grinding by disturbing the gyrating stream with a protrusion 9 protruded from the drum 1 between said rotary blades 6 and 7. The crushed fibrous substance is passed through a gap between the annular slant face 17 formed on the inner surface of the front part of the drum 1 and the slant side 19 of the tip end of the 2nd rotary blade and is discharged from the drum 1.
