PURPOSE:To quickly raise the floor temperature and uniformly distribute the heat released by heat storing material throughout the floor by filling every other pipes which are in contact with each other and partitioned by a separator wall with the heat storing material, and causing said heat storing material to absorb the thermal energy from hot water across the separator wall, said hot water being supplied to the panel unit. CONSTITUTION:The hot water panel unit 21 is made with plastic material, and has multiple pipes which are in contact with each other. A pipe adjacent to a hot water supply pipe 22 and a return pipe 23 is filled with heat storing material 25. As hot water supplied from a heating device to an inlet 27 flows from the supply pipe 22 through separator walls 24 to the return pipe 23 and back to the heating device out of an outlet 28, the heat storing material 25 adjacent to the supply pipe 22 and the return pipe 23 absorbs the thermal energy from hot water across the pipe wall. Since the heat conducting area is large relative to the hot water circulation, the heat storing material 25 quickly changes its Phase from solid to liquid. Further, as the floor material 8 is in contact with the heat storing material 25 and hot water pipes 22, 23 via the panel top wall, the floor can be heated with a uniform temperature distribution.
