PURPOSE:To obtain the titled preparation capable of stably maintaining a water- soluble drug having poor shelf stability in an aqueous environment, by laminating a hydrous gel layer to one side of a water-impermeable sheet having both sides with low adhesivity, a water soluble-drug containing hydrophilic base layer and a backing layer to the other side. CONSTITUTION:A hydrous gel layer (preferably 300-1,000mum thickness) 2 which consists of a water-soluble high polymer such as polyacrylic acid, PVA, etc., and has 50-95wt.%, preferably 60-90wt.% water content is set on one side of a water-impermeable sheet 1 having both sides with low adhesivity, a water- soluble drug-containing hydrophilic base layer 3 actually in an anhydrous state and a backing layer 4 are laminated in this order to the other side of the sheet 1. In order to raise water absorption from the hydrous gel layer to the hydrophilic base layer and to improve diffusion mobility of the water-soluble drug, the base layer is perforated after formation of the base layer or an aque ous solution for forming the base layer is freeze-dried and preferably made into a spongy base layer.
