PURPOSE:To attain efficient data transmission by detecting a data compression rate prior to picture data transmission and sending the read data before compression as it is if the data quantity is increased by the compression and sending the compressed data if the data quantity is decreased by the compression. CONSTITUTION:In reading a picture data, after a transmission data buffer 40 is locked by a transmission lock signal 8 and tentative reading is applied. In this case, a data compression circuit 10 applies data compression to the read data 1. The quantity of the compressed data 2 is counted by using the compressed data quantity counter 21 while applying data compression. After the end of reading, a maximum read data value 3 set in a read data quantity setting buffer 22 in advance is compared with a compressed data quantity count 4 by a comparator 23, and if the compressed data is smaller than the set data, a compressed effective signal 6 is outputted and if the set data is smaller than the compressed data quantity, the read data effective signal 5 is outputted.
