PURPOSE:To obtain the small-sized receiving and delivering mechanism at a low cost by receiving paper sheets into two pool chambers partitioned by a laid carrying-out belt and carrying out the paper sheet by the normal and reverse revolution of the laid carrying-out belt by a unidirectional motor. CONSTITUTION:When a paper sheet is received, the paper sheet is transported into a pool chamber 24 or 25 by a transport mechanism 26, and pooled. When the paper sheet 29 in the pool chamber 24 is delivered, a holding belt 21 is pressed to a laid transport belt 23 side by a pressing mechanism 32, and the belt 23 is turned in the counterclockwise direction by a driving mechanism 34, and the paper sheet 29 is carried out from a common delivery port 30 in opened state. When a paper sheet 31 in other pool chamber 25 is delivered, the part 23b of the belt 23 is used, and therefore, the belt 23 is shifted to that the part 23b is set in parallel to the delivering port 30 by a lift mechanism 28. Further, the holding belt 22 is pressed onto the belt 23 side by a pressing mechanism 33, and the belt 23 is turned in the clockwise direction by the driving mechanism 34, and the paper sheet 31 is carried out from the delivery port 30.
