PURPOSE:To simply and easily cover the converter top mouth under narrow operational surroundings, by using an arm moving rotatably and a covering member fitted to the end part through a link mechanism at the time of heat-insulating by covering the furnace top mouth during stopping the converter operation. CONSTITUTION:At the time of stopping the operation, such as the pause for a time, etc., of the converter T, in order to prevent cooling by radiating heat in the furnace, the covering member 28 is set on the top mouth of furnace. In this case, by tilting the converter T at the prescribed angle, the top mouth of furnace is turned to slant ways. Next, the arm 20 is turned as centering a driving shaft 16 by driving a motor 14 through a speed reducer 22 and after approaching the covering member 28 fitted to the end part 24 of arm to the top mouth of converter, the covering member 28 is shifted to parallel position to the top mouth of converter by driving a motor 30. In this case, the driving of motor 30 is transmitted to the chain link through sprocket and the covering member 28 is turned toward the arrow mark B direction and at the timing, when the position of covering member is coincided with the top mouth of converter, the arm 20 is further turned, to engage with the top mouth of furnace, and the top mouth of converter is closed by covering member 28.
