摘要 PURPOSE:To fix an inflow rate without complicated processing by multiplying a desired inflow rate and the amount of water distribution by weight coefficients and obtaining a set inflow rate with an easy operation processing. CONSTITUTION:An inflow rate fixing operation device 12 secures the amount of water distribution between upper and lower limits of the water level of a distributing reservoir on the basis of data obtained from an inflow rate data processing device 8, a horizontal data processing device 9, and a water distribution amount data processing device 10. That is, a certain inflow rate (desired inflow rate) by which the last water level of the distributing reservoir is highest is determined; and if the water level of the distributing reservoir exceeds the upper limit or is lower than the lower limit by this inflow rate, the water level is held between upper and lower limits by approximating the inflow rate to the amount of water distribution in accordance with the processing based on a formula (the set inflow rate)=alpha.(the desired inflow rate)+(1-alpha) (the amount of water distribution) where alpha is the weight coefficient of the inflow rate and the amount of water distribution and beta is the weight coefficient for fullness of the last water level. The weight coefficient alpha of the inflow rate and the amount of water distribution is started from one and is reduced by every certain pitch to hold the water level of the distributing reservoir between upper and lower limits and to secure the amount of water distribution.
