PURPOSE:To prevent the overflow of an ADF (in-atom data field) by monitoring the frequency by which a function module outputs a data with a function code to the ADF, and also, inhibiting an output. CONSTITUTION:When each function module 13 outputs a data with a function code to an ADF 12, an output frequency calculated from an output time interval to the ADF 12 of this data, and an allowable output frequency which has been set in advance by a function code unit are compared, and in case of being over, it is inhibited temporarily that the function module concerned 13 outputs the data 15 with a function code to the ADF 12. Accordingly, the generation of the overflow of the ADF 12 caused by an excessive output frequency is prevented. In such a way, it can be prevented that an abnormality of one function module exerts an undesirable influence on the whole system.
