PURPOSE:To improve efficiency at the time of transmitting or storing a data, by discriminating whether a picture element is the one of halftone one or not, selecting either a dither processing or a binarization processing corresponding to the above result, and selecting either the compression or the non-compression of the data corresponding to the content of an original. CONSTITUTION:A digital spatial filter 16 extracts the data of the picture element(remarked picture element) being positioned in the center of a matrix and the data of eight picture elements being positioned in the neighborhood, and outputs them to a halftone discrimination circuit 17. The discrimination circuit 17 discriminates whether the remarked picture element is the picture element of halftone gradation(halftone) other than white or black. A counter 18 counts the number of picture elements of halftone included in one line. A switch S2, when the number of picture elements of halftone included in one line being less than a prescribed reference value, introduces the output of a compression circuit 20 to an interface (l/F) circuit 21, and when it exceeds the reference value, introduces the output of a line buffer 19 to the I/F circuit 21 by bypassing the compression circuit 20.
