PURPOSE:To prevent collision of a material to be treated against a counter electrode, etc., at the time of immersing said material into a treating liquid and to prevent the production of the defectives of the article to be treated by providing an openable/closable louver device to at least one side of the counter electrode facing the material to be treated. CONSTITUTION:A rotary shaft 20 is rotated to slide a slide frame 17 and to rotate pivotal moving plates 14 around pivotal shafts 15 to close respective louver vanes 12 consisting of plastic plates, etc., so that the material 30 to be treated is held shut off from the counter electrode 2 and the respective parts of a treatment tank in order to prevent mutual collision of the material 30 at the time of lifting the material 30. The vanes 12 are opened to a horizontal state so as not to hinder the electrical conduction for the purpose of the treatment and the flow of the treating liquid at the time of an electrolytic treatment. The collision of the material 30 is thereby prevented without undesirably affecting the content of the electrolytic treatment.
