PURPOSE:To increase information recording and reproducing speed by detecting an no-error mark while moving a recording and reproducing means in a direction intersecting an information track and accessing an objective information track. CONSTITUTION:A recording and reproducing device 19 moves an optical card in an F direction immediately after commanding an objective track number and moves an optical beam spot to a position corresponding to a no-error mark 9. Then, an optical head 18 is moved in a D direction by a driving motor 13, an optical beam spot is moved on the optical card 1 in the D direction and reflected beams from the optical beam spots are detected by photodetectors 22-24 to count up the number of no-error marks 9. Consequently, a required information track can be rapidly accessed while moving the recording and reproducing means relatively to an information recording medium only in a direction intersecting the information track and the information recording and reproducing speed can be increased.
