PURPOSE:To attain the exchange of optional time slots and that of optional highways, and to simplify the reduction and control of the quantity of hardware by sharing the wavelength multiplexing technique of optical signals. CONSTITUTION:Wavelength conversion circuits 21-2N respectively convert the input optical highways 11-1N into prescribed wavelengths. Respective converted optical signals are switched so that 1 input N output optical switches 31-3N output them in objective output highways. N input 1 output light multiplexers 41-4N multiplex the optical signals from the respective optical switches 31-3N. The optical signals which respective multiplexers 41-4N have multiplexed receive delay whose delay time differ in respective wavelengths and are turned into the output optical highways 61-6N. Thus, an object is attained.
