PURPOSE:To prevent polymers from adhering onto the inner wall of a polymerization reactor and to prevent polymers in the form of coagulm floating in a latex from occurring, by allowing a specific salt of a phosphoric ester and a compound of an alkali or an alkali earth metal to exist together in a polymerization system in the emulsion polymerization of a vinyl monomer. CONSTITUTION:Emulsion polymerization of a vinyl monomer is carried out in a polymerization system in which compounds (A) and (B) are allowed to exist together, that is, a salt of a phosphoric ester (A) of the formula I (wherein R is a 4-8C alkyl group or alkenyl group; R' is an ethylene group or a propylene group; M is an alkali metal or an alkali earth metal; n is 4-8; and p is 1 or 2; with p+q=3) or a mixture of such salts and at least one compound (B) selected from the group consisting of the hydroxide, carbonate and bicarbonate of an alkali metal or an alkali earth metal.
