PURPOSE:To decrease the probability of mis-communication by discriminating bit 1 and bit 0 depending on the relation of quantity of a count data in two periods in a half wave of power and discriminating it as a bit error when the difference is a prescribed value or below. CONSTITUTION:A central controller 1 superimposes a PAM modulation signal to either of two periods t2, t4 of a half wave of the power. A terminal equipment 3 synchronizes with the power to count carrier numbers N1, N2 of the times t2, t4 and discriminates bit 1, bit 0 depending on the quantity of count data and discriminates it as an error when the difference of the count data is a prescribed value or below. Thus, the reliability against noise is high and the possibility of mis-communication is decreased.
