PURPOSE:To make a seal unnecessary and to achieve power saving of a solenoid coil by airtightly dividing a valve body and an electromagnetic portion with a nonmagnetic partition body. CONSTITUTION:When a solenoid coil 4 of an electromagnetic portion 5 is energized, a yoke 18 with an elastic body 23 as a fulcrum is attracted to a S pole core 1, and a valve 17 parts from a valve seat 22 due to attraction effect between a permanent magnet 19 and an N pole core 2, and a flow passage 12 is opened. A partition body 15 made of a nonmagnetic body is held with its rim sand witched between an outer flange 8 of an electromagnet holder 6 and a flow passage forming body 10 to partition the electromagnetic portion 5 from a valve body 16 airtightly. This makes a fluid seal component unnecessary and retention and attraction currents can be reduced as the permanent magnet 19 of the valve body 16 works.
