PURPOSE:To improve the processing speed of duplicated transmission processors and, at the same time, to prevent occurrence of serious troubles, such as system down, etc., of the processors, by temporarily causing each of the transmission processors to work as a non-duplex transmission processor and take partial charge of data processing when input data to the duplex transmission processors become excessive. CONSTITUTION:If the quantity of reception from terminals increases and exceeds the processing capacity of the data processor 341 of the transmission processor 31 of System-A, overload information is sent to a control processor 331. When the control processor 331 sends a reception switching commanding signal to the control processor 332 of the transmission processor 32 of System-B upon receiving the overload information, a receiving circuit switch 2 is switched simultaneously with the commencement of the next frame so that the receiving data from receiving lines 11, 12,...1n can be inputted to the transmission processor 32 of System-B from the beginning of the next frame. Thereafter, the processor 32 of System-B continues the process as the processor of a currently used system and, when the quantity of unprocessed data accumulated in a reception buffer 312 exceeds a prefixed quantity, the process is switched to the transmission processor 31 of System-A.
