PURPOSE:To prevent a temporary stop in a communication process by providing thresholds classified by priority in a data area in a communication controlling and processing device and dynamically altering the window size between a host and the communication controlling and processing device according to the priority of a network connection. CONSTITUTION:When the quantity of transferred data between the host and a terminal equipment, which is temporarily held in the data area 4 in the communication controlling and processing device 2, becomes more than the previously specified threshold, in a definition object 5 the priority specified according to a line is defined. And when a communication control part 3 executes the data transfer control between the terminal equipment and the host, the control for temporarily stopping the quantity of transferred data or remarkably suppressing it, etc., as for the line whose priority is low is executed based on the definition specified in the definition object 5 if the quantity of the transferred data temporarily held in the data area 4 exceeds the threshold. Therefore the data transfer for the line whose priority is high can be successively executed.
