PURPOSE:To greatly reduce human load and physical load required for replacement of a band-like member by decreasing the wind-up speed of the band-like member after detection of completion of wind-up thereof so that the time of possible wind-up after the detection is prolonged. CONSTITUTION:After completion of wind-up of a band-like member 3 to be wound, a detecting bar 6 attached to the band-like member 3 moves to a detecting switch 7 and actuates the latter, and the band-like member 3 is wound up while the detecting switch 7 being left to be actuated. When the detecting bar 6 has actuated the detecting switch 7, a signal for restraining the angular velocity of a motor for driving a wind-up bobbin 5 is delivered to a motor control circuit so as to decrease the band-like member wind-up speed of the bobbin 5. As a result, the time of possible wind-up after the detection of completion of wind-up may be increased or prolonged.
