PURPOSE:To cool or heat a work station by the absorption and emission of heat due to radiation from a partitioning panel and eliminate the direct exposure of a worker against air stream for cooling or heating, by a method wherein at least one sheet of the partitioning plate among respective partitioning plates consists of a radiation type cooling and heating panel and the radiation heat absorbing and radiating surface of the panel is arranged so as to be faced toward the inside of a room. CONSTITUTION:Partitioning plates 2, 3, 4 consist of radiation type cooling and heating panels, whose heat absorbing and radiating surfaces 2a, 3a, 4a are established so as to face inwardly while a multitude of thermoelectric elements 6 are attached to the rear surfaces of the heat absorbing and radiating plates 5 by adhesive agent 7 and heat exchanging fins 8, consisting of fins and the like, are attached to the opposite side surfaces of respective thermoelectric elements 6. Radiating material 9, such as black paint or the like, is painted on the surface of the heat absorbing and radiating plate 5. Heat is absorbed from one side surface of the thermoelectric element 6 and is radiated from the other side surface of the same by Peltier effect by impressing DC voltage from a power source 10 while the absorption of heat is reversed to the radiation of heat by reversing the impressing direction of the DC voltage.
