PURPOSE:To improve the stableness of idling and reduce the shock caused when fuel injection restarts after speed is reduced by setting the compensatory flow of intake air individually for each load according to the driving load state or the non-driving load state. CONSTITUTION:A controller 9 receives each of running state signals and controls a throttle bypass valve 22. Based on the external loads such as an air conditioner, a power steering unit and so on, the basic control variable of the bypass valve 22 is compensated using individual compensatory values. The compensatory values are reset according to either the driving load state or the non-driving load state detected by a driving load detecting means 23. That is, the compensatory values largely depend on the non-driving load state where the gear is in the neutral position. Thus the stableness of the idling may be improved and the shock after fuel injection restarts be reduced.
