CONSTITUTION:The input sampling of the measured data or the state data of the respective equipments is carried out by a measured data input equipment 2 and a state and failure input equipment 3 by receiving a scan signal from a microprocessor 1. At this time, in the processor 1, the unused equipment is detected by an unused equipment detecting means 1a from the state data of the respective equipments fetched from the input device 3. The measured data of the equipment decided to be unused is prohibited from being transmitted by a measured data transmission prohibiting means 1b even if there is a transmission request for the measured data and the data is not transmitted to the master station.
