PURPOSE:To evade collision and to improve the line utilization efficiency by installing a station having a reservation management function into a network to apply reservation management of a time slot. CONSTITUTION:Random access slots T1-T8, reservation access slots T9-T11 and reservation information slot T12 are provided separately as the slot constitution of a time axis 3 on a satellite, the ground station constituting the network is provided with a reservation management station 9 having a reservation management function. Reservation information is extracted from the data packet of a random access slot in the reservation management station 9, the reservation management is applied by the reservation management function and the reservation information slot is used to inform the frame and slot reserved in each station. Thus, in case of a long text, the reservation management function is utilized to transmit the text, then the line utilizing efficiency is improved and the delay time is reduced by evading the retransmission due to collision.
