PURPOSE:To obtain coarse polymer grains which do not adhere to each other and which can be smoothly cut and granulated, by irradiating a water-soluble cationic monomer solution containing a photopolymerization initiator to produce a polymer, and cutting and granulating the polymer while supplying a specific surface active agent to the surface of the polymer. CONSTITUTION:A water-soluble cationic monomer containing a photopolymerization initiator is irradiated with light in a vessel 50mm or less in depth to polymerize it. The resulting polymer in the form of sheet is cut while supplying at least one of a cationic surface active agent and a nonionic surface active agent to the surface of the polymer sheet or a cutting blade of an apparatus with which the polymer is cut, and the obtained pieces are granulated. When the amount of the surface active agent is about 0.05% or over, the effect becomes apparent, whereas when the amount is 2.0% or over, no improvement of the effect is observed, and it will accumulate in the apparatus, unpreferably. The amount is preferably in the range of 0.1-2.0%.
