PURPOSE:To groove reliably by predetermined distance from the end of rod member by fixing a contacting lever for setting constant axial distance from the cutting face of rod member to a grooving cutter rollably in axial direction and retractably in radial direction near the cutter. CONSTITUTION:A cutting cutter 33 and a grooving cutter 35 are provided while being separated by predetermined distance l to a cutter holder 29 in order to cut and groove a pipe P. A lever holder 87 secured integrally with the cutter holder 29 is fixed with a contacting lever 81 movably up and down and rollably to the right and left. Operating position 81 and non-operating position (solid line) can be selected through the rolling. When the contacting lever 81 is in operating position, contacting face 83a is positioned in a face including the center of the cutter 33 and the end face of the rod member P is pushed against the contacting face 83a so as to maintain the distance l constant. When the contacting face 81 is in non-operating position, it rides on the outer circumference of the rod member P and causes no trouble in machining.
