PURPOSE: To suppress the flicker interference with a least possible cost by converting a transmitting video signal to a reproduced video signal of the same vertical frequency and obtaining the reproduced video signal by the repetition and the time compression of the transmitting video signal by every scanning line. CONSTITUTION: Each frame is composed of fields A1, A2, B1, B2, C1 and C2. A signal with the same vertical frequency without the interaced scanning line is led out of a signal shown for short in a row (a). Thereby one frame is obtained within one field period or vertical period of a received signal. In order to realize consecutive scanning without the skip of a scanning line, the line of a frame is obtained by interpolation in a vertical direction. This can be executed by simple manner by the repetition of the scanning lines or the averaging of the signals of the adjacent scanning lines, for example.
