PURPOSE:To shorten a transmitting time by starting transmission from when a part of receiving data is received in a file transmission to use a repeating file. CONSTITUTION:The transfer unit of data is, for example, the writing unit to a repeating file 4, the received data block is stored into a buffer, and a receiving processing part 15, each time a data block 50a of the prescribed number is received, writes it from a buffer to a repeating file 4. After the writing to a first file 4 is completed, a transmitting processing part 11 retrieves writing reading information 60 and when the non-reading data are present, they are read from the file 4, and transmitted to a transfer destination device. Since the writing time to the file 4 of the number of the same blocks is 1/several of the ordinary receiving time, the next data are received, the writing to the file 4 is executed, the reading processing from the file 4 can be executed, and the stored data in parallel to the receiving can be transmitted. Thus, a transmission time is shortened.
