The inner of a cylinder (1) is divided into a first and a second chamber (2)(3) by a partition (1a) where a first chamber oil inflow hole (1c) is formed. The first chamber oil inflow hole is opened and closed by a first chamber double check valve (9) and a second chamber oil inflow hole (3d) is operated by a second double check valve (11). The interval between the first chamber check valve and the first chamber oil inflow hole is maintained by a first chamber piston returning spring (10) and the interval between the second chamber double check valve and the second chamber oil inflow hole is maintained by a second chamber piston return spring (12b) and a double check valve return spring (11a).
