A steel plate is produced by heating steel slab to 1100-1250 deg.C, then holding for 1 hour, hot-rolling at finish temperature of above Ar3 point, coiling at 670-720 deg.C, cold-rolling to reduction of 85- 90%, and holding at continuous annealing temperature of 680-720 deg.C for 30-40 seconds. The steel slab comprises up to 0.04 wt.% C, up to 0.02 wt.% Mn, 0.03-0.06 wt.% Al, up to 0.004 wt.% N, 0.02-0.03 wt.% Ti or Nb and the balance Fe.
