PURPOSE:To always highly, accurately read out and input information without applying the bad influence of electrostatic charge accumulation due to the impression of voltage to an information medium by executing the destaticizing processing of the information medium. CONSTITUTION:A base side electrode 22 and the recording medium 21 having an electric memory effect are unitedly formed on a base 23 and a voltage impressing means 15 impresses voltage VB for reading out or inputting information to a probe electrode 10 and the base side electrode 22. Since the time integration value of the impressed voltage VB in each of all recording bit positions is set up approximately to zero independently of the change of the medium, charge temporarily accumulated by voltage impressed in one direction in a fine area around each recording position is diffused by voltage impressed in the reverse direction and the medium 21 is finally restored almost to the unrecorded potential state (destaticized). Consequently, the adsorption of floating molecules to the surface of the medium 21 or the deterioration or decomposition of an organic thin film or the like due to the charge accumulated on the surface of the medium 21 can be prevented and the generation of a reading or input error can be prevented.
